Network World - Innovation has become a top concern for companies seeking a competitive edge in today's business world, especially as more organizations face new competitors that are using technology as a business disruptor. In The Conference Board's "CEO Challenge 2013" report, innovation was third on the list of top CEO challenges, after "human capital" and "operational excellence." Ideally, companies would formalize their innovation processes, governance and incentives to support a continuous program, says Chip Gliedman, an analyst at Forrester. But of course, not everyone is at that stage. In some cases, IT professionals themselves need to take a page from Gandhi and "be the innovation they want to see in the world." Computerworld - The Internet Storm Center (ISC), an arm of the SANS Technology Institute, has started collecting reports of fake support calls in an attempt to figure out how prevalent the scam is among computer owners. "We are trying to better understand how common 'Fake Tech Support' calls are, and what they are trying to achieve," the security organization said on its website last week. ISC has published a form where users can report an attempted or successful scam, with fields asking for information on the gender of the caller; whether they have a strong accent, perhaps indicating that the call originated outside the U.S.; whether the caller asked the user to allow remote access to the PC; and whether they requested a credit card. In the five days since ISC posted the form, it has collected nearly 300 reports, according to a statistics page. Nearly 93% of the calls were conducted by a human, 84% of the callers were male, and 91% had a discernible accent, ISC said. Almost half -- 45% -- of the callers asked the user to allow remote access to the PC, but only 15% tried to pry credit card data from the victim. The latter's low percentage was at odds with email that Computerworld has received from readers, but may hint at the ISC website audience's higher level of technical expertise: Those reporting scams to ISC may have ended the call before the swindler asked for a credit card. Unsolicited support calls have continued to plague computer owners, particularly consumers and small businesses. The scams are based on a combination of aggressive sales tactics, lies and half-truths. Callers pose as computer support technicians, often from Microsoft, but also from name-brand computer makers such as Dell or large security companies like Symantec, and try to fool people into believing that their computer is infected, often by having them look at a Windows log that typically shows scores of harmless or low-level errors. At that point, the sale pitch starts, with the caller trying to convince the consumer to download software or let the "technician" remotely access the PC. The con artists charge for their "help" and often get people to pay for worthless software or services. The software may be worse than useless, as some scammers plant malware that steals online account information and passwords from the PC. Not every fake support scam starts with the victim's phone ringing: Some people find phone numbers after searching the Web with phrases like "Microsoft tech support," and find results that lead to disreputable firms, not the Redmond, Wash. company's help desk. "I have had three customers fall for the scam and they initiated it," said Nat Garrison, Jr., a North Carolina computer consultant, in an email to Computerworld last month. "Two of them were trying to get technical support for Microsoft Outlook and the third was trying to add another license to his Office 365. All three of them used Google to find the phone number for Microsoft's technical support. They all got connected to someone with a strong Indian accent who wanted to remotely connect to their computers." ISC said that it may share the collected information with other researchers tracking the scams. "We had one university request a data dump," said Johannes Ullrich, SANS' chief research officer, in an email reply to questions Tuesday. "They where looking at some trends along the lines of what we have [in our statistics] summary." The scam data project and the ISC reporting form can be found on its website. Computerworld - Continuing his longstanding use of social networks, President Barack Obama is set to do an interview in a Google+ Hangout on Jan. 30. Coming on the heels of Obama's State of the Union address Tuesday night, the interview will be held on Google+ and will be live streamed on YouTube. Google announced today that people can submit questions either via video or text on the White House YouTube channel through midnight ET Jan. 28. People also can vote on their favorite questions. Those who submitted the most popular questions will be able to join the Google+ Hangout session with Obama and participate live in the interview. "If you could hang out with President Obama, what would you ask him?" Ramya Raghavan, YouTube news and politics manager, asked in a blog post. "Would your question be about jobs or unemployment? The threat of nuclear weapons? Immigration reform? Whatever your question is, submit it on YouTube for the opportunity to ask the president directly in a special interview over a Google+ Hangout from the White House." The interview with Obama will be streamed live at 5:30 p.m. ET Jan. 30. This is far from Obama's first time using social networks. During the 2008 presidential campaign, Obama was quick to harness social networks, using sites like Facebook, YouTube and Twitter to energize supporters and organize volunteers. On Inauguration Day 2008, the new Obama administration launched a redesign of the WhiteHouse.gov site, adding blogs and making it more interactive. Since then, he has held online town halls and in 2009 he did a State of the Union follow-up interview, taking questions that online users posed on the WhiteHouse.gov Web site. Computerworld - It seems like drones are flying around everywhere these days. The Pentagon's got them, of course, as do other militaries. Police want them. Journalists and photographers are using them. Drones are proving useful for monitoring animals. An Australian state government is exploring the use of drones to prevent shark attacks. Google is funding drones to watch for rhino poachers. Scientists in China are using drones to monitor yak herds. And, of course, Amazon CEO Jeff Bezos told 60 Minutes that his company wants to deliver packages using drones. Amazon shows a video of its imagined drone delivery system in action. But because commercial drone use is mostly illegal in the U.S., the retailer had to film the demo abroad. (The FAA might legalize them by 2015.) Amazon demonstrates its plan to use drones to deliver packages. In fact, the legality of drone use for individuals is still up in the air, as it were. Laws governing consumer drones are also in their infancy. Most states have debated drone laws, but so far only nine have passed laws restricting drone use for either citizens or police: Florida, Idaho, Illinois, Montana, North Carolina, Oregon, Tennessee, Texas and Virginia. Each of these laws is unique. Meanwhile, consumer drones are generally available. The most popular model, called the Parrot AR.Drone 2.0, is controlled with an Android or iOS device and costs about $300. A built-in camera beams a video feed to your phone as you fly it for live viewing or recording. (My son has one.) Another intriguing product is the DJI Phantom 2 Vision quadcopter, which is similar to the Parrot AR.Drone but higher-end. It has a higher-resolution camera that can be independently controlled using an Android or iOS app (You can stop, start and tilt the camera while the drone is airborne). The Phantom 2 Vision costs about $1,199. Today's consumer drones don't seem like anything other than fancy remote-controlled helicopters -- the kind of thing that hobbyists have been flying for decades in parks and open fields. That's exactly what they are, with some notable exceptions. For example, when you stop controlling one of these drones, it continues to hover in place rather than dropping from the sky. And they can be controlled and potentially programmed via smartphone and tablet apps. Tomorrow's consumer drones will be far more intelligent. In fact, they'll be flying robots. The Vienna University of Technology is working on a drone called the SmartCopter, which is designed to be a self-navigating indoor drone. It's "brain" is an off-the-shelf Samsung Galaxy S II Android phone. Today, the SmartCopter can, for example, fly around indoors, navigating by "markers" placed throughout the building that the drone uses to create maps of where it can fly. Future versions will skip the markers, and the drone will create its own maps by recording the locations of walls and ceilings.

Computerworld - WASHINGTON -- Former Federal Reserve Chairman Alan Greenspan today offered a spirited defense of the controversial H-1B visa program, telling a U.S. Senate subcommittee that the visa quota is "far too small to meet the need" and saying that it protects U.S. workers from global competition, creating a "privileged elite." Greenspan, testifying on immigration reform before the Subcommittee on Immigration, Border Security and Citizenship, said more skilled immigration was needed "as the economy copes with the forthcoming retirement wave of skilled baby boomers." This hearing was called by the subcommittee's chairman, Sen. Charles Schumer (D-N.Y.), to encourage the U.S. senate to address the issue of immigration, despite the economy. Greenspan was the marquee witness. Greenspan provided a list of reasons for increasing competition in the skilled labor force. In particular, he said it would help fix a problem -- the housing bubble -- that grew during his tenure as Fed chair, a position he held from 1987 to 2006. Skilled workers from overseas "will, out of necessity, move into vacant housing units; the current glut of which is depressing prices of American homes," said Greenspan. In 2005, Greenspan characterized rising housing prices as "froth." But what will likely prove to be the most controversial aspect of Greenspan's argument was his call for more wage competition.. He said that increasing the numbers of skilled workers from overseas "would address the increasing concentration of income in this country." "Greatly expanding our quotas for the highly skilled would lower wage premiums over lesser skilled," said Greenspan. "Skilled shortages in America exist because we are shielding our skilled labor force from world competition," he said. Greenspan said visa quotas "have been substituted for the wage pricing mechanism. In the process we have created a privileged elite whose incomes are being supported at noncompetitively high levels by immigration quotas on skilled professionals," he said. "Eliminating such restrictions would reduce at least some of the income inequality." The views cited by Greenspan are in sharp dispute. H-1B opponents say that there is no skills shortage and that the H-1B visa has been used to reduce wages, especially by replacing older workers with younger workers from overseas. One recent study found that H-1B workers are depressing wages for some occupations, including programmers. Greenspan cited failures in the U.S. educational system, in part, for the need to bring in more foreign workers. He cited the high percentages of foreign graduates of advance degree programs. Schumer cited the role of immigration in the U.S. economic development. "Because of immigration, Google, Yahoo, Intel and eBay are American success stories," he said. "In New York, one quarter of all businesses are immigrant-owned." Similarly, Sen. John Cornyn (R-Texas) said the U.S. should "offer more visas to highly skilled students who have studied at our colleges and universities and, when they can't work here, go back to their native land and compete with us and create jobs there rather than here, in the United States." Sens. Charles Grassley (R-Iowa) and Dick Durbin (D-Ill.), recently introduced legislation that would restrict the use of the H-1B visas. The measure is particularly aimed at offshore outsourcing companies and would require them to increase the size of their U.S. workforces under a rule that would prohibit employers from hiring additional H-1B and L-1 guest workers if more than 50% of their employees are H-1B and L-1 visa holders.

Computerworld - Five months after its release, Apple's Mountain Lion became the most widely-used version of OS X, a Web measurement firm said Tuesday. According to California-based Net Applications, OS X 10.8, better known as Mountain Lion, accounted for 32%, or nearly a third, of all Macs that went online during December. That was an increase of nearly three percentage points from November, when Mountain Lion powered just over 29% of all Macs. Apple released Mountain Lion on July 25, 2012. Most of Mountain Lion's gains came at the expense of OS X 10.7, or Lion, whose share of all Macs dropped from 30% to 28%. Snow Leopard lost less than one percentage point in December, a smaller-than-usual decline for the 2009 OS X 10.6, which in the last year has averaged a drop of about one-and-a-half points each month. Snow Leopard has shown such strong staying power that Computerworld has compared it to Microsoft's Windows XP, an 11-year-old operating system that stubbornly refuses to go quietly into the night. As of Dec. 31, OS X 10.6 was the second-most-used Mac operating system, with an online usage share of 29%, said Net Applications. While Snow Leopard users have cited a variety of reasons for sticking with the operating system, the most mentioned is its ability to run applications developed for the PowerPC processor, the CPU co-designed by Apple, IBM and Motorola, and used by Macs before Apple switched to Intel processors in January 2006. Snow Leopard was the last version of OS X to let users run PowerPC applications, even though it runs only on Intel-based Macs. Mountain Lion's rapid adoption wasn't unusual: OS X 10.8's uptake trajectory continued to mirror that of Lion and to a lesser degree, Snow Leopard, during December. Historically, Apple has had much better luck getting its customers to upgrade to new operating systems than has Microsoft, whose Windows is at a disadvantage because of its enormous user base and importance to businesses, which are much more conservative about upgrading than consumers, where Apple is strongest. Although current projections based on the uptake average of the last three months indicates Mountain Lion should crack the 50% mark in April, that's unlikely. Lion, for example, peaked at 47% in July 2012, a year after its release. One factor that will limit Mountain Lion's eventual top mark was Apple's announcement last February that OS X would adopt an annual release cycle, meaning that, like Lion last summer, Mountain Lion will soon be superseded by something newer, probably this summer. Microsoft has reportedly also assumed an annual release schedule for Windows, with the first instance of that express cycle slated to ship around the middle of this year. Net Applications measures operating system usage by tracking unique visitors to approximately 40,000 Web sites. More information about its December statistics can be found on the company's website. Computerworld - Microsoft was born at the beginning of the PC revolution, which was all about empowering individuals through easy access to computing power. It emerged victorious. Today, the mobile revolution is all about empowering a broad swath of businesspeople to work wherever and whenever they want and to smoothly interleave business and personal pursuits. No victory laurels for Microsoft this time. Why has it been unable to shift gears to take advantage of this second tech revolution? Microsoft started out intensely focused on users. The antitrust prosecution of the late '90s was a turning point. By the time the company and the Justice Department reached a settlement in November 2001, a shift had occurred. Microsoft stopped listening to customers and began trying to dictate to the market. It became obsessed with anti-piracy protection, not caring that it was creating a negative user experience for some of its paying customers. The siege mentality with which Microsoft approached the trial began to permeate its dealings with customers and third parties. Not surprisingly, dictating to the market didn't work. Windows ME, Windows Mobile, Tablet PC, Windows Phone, Zune, Windows Vista, Windows 8 and Surface Pro have all been failures in one way or another. The thing that has been lacking at Microsoft for about 15 years is vision. Its Zune music player arrived five years after the iPod. Its Surface Pro came some three years after the iPad. Microsoft began work on a mobile platform almost 15 years ago, so it wasn't late there. It just had no idea what the market wanted. And it has poured lots of good money after bad chasing Internet search business. Most of that decade and a half has been the Steve Ballmer era. And Ballmer, who became CEO in 2000, was, for many people, the poster child of Microsoft's failures, exemplified by his decision in 2010 -- the same year Apple launched the iPad -- to pull the plug on the in-development Microsoft Courier tablet. Beginning with Pocket PC right on through Windows 8, Microsoft has failed time and again trying to get its mobile platform right. And mobile isn't the only area that Microsoft has had trouble with under Ballmer. Perhaps the worst example of blurry vision was Windows 8. A one-size-fits-all OS for mobile and desktop devices was a colossally bad concept. The hallmark of Ballmer's tenure is that Microsoft has been tone-deaf to the market. Ballmer's departure is long overdue. But things may get worse for the company before they get better. Microsoft needs to reset its institutional identity. It has always played hardball, but it used to be a much smarter company -- one that listened to criticism and learned from it. One that was determined to innovate. To do that, you have to be willing to revise your products and take bold steps before your competitors lock things up. True innovation is usually a grass-roots effort. Microsoft's new CEO needs to create a culture that encourages employees to voice ideas. With Ballmer leaving, Microsoft has an opportunity to remake itself, to refocus on core competencies and to re-evaluate its product road map. During Ballmer's era, server applications have been a high point, with products like SharePoint, Exchange and Azure, so perhaps Microsoft should focus there. But we live in a world where IT is turned on its head, where end users are dictating and IT is scrambling to deliver.
